Tecore Networks is an American telecommunications company that designs and manufactures wireless infrastructure systems, including support for 2G, 3G, 4G, and 5G mobile networks. Founded in the early 1990s and headquartered in Hanover, Maryland, the company serves commercial, rural, and government sectors in the United States and internationally.[1]

Tecore Networks (legally Tecore Inc.) was founded by Jay Salkini, who is listed as the inventor on multiple U.S. patents related to wireless network management and cellular access control.[2] The company emphasizes open standards and domestically developed technologies. Tecore has been recognized for its contributions to secure and deployable wireless communications and was cited by the White House for innovation in U.S.-based infrastructure solutions.[3]

Multi-RAT Wireless Systems

Tecore provides systems supporting multi-RAT operation across 2G, 3G, 4G, and 5G networks. These systems operate on x86 architecture and comply with Open RAN standards, allowing flexible deployment across rural, tactical, and commercial environments.[4]

Network-in-a-Box

Tecore’s iCore® Network in a box integrates the core network and radio access network into a portable system. As a registered implementation of the concept, iCore® supports rapid deployment for scenarios requiring standalone connectivity, such as emergency response and rural coverage.[5]

Managed Access and Cellular Interdiction

Tecore is the original inventor of Managed Access technology, a form of cellular interdiction that selectively allows or blocks wireless devices within a coverage area. The system is protected by several U.S. patents, including one for controlling wireless communication access based on device identity.[2]

The company achieved the first rural deployment of a Managed Access System in the United States, followed by the first metropolitan installation in 2013.[6] These deployments helped address the growing issue of contraband cellphones.

In 2023, Tecore became the first company to receive FCC certification for a cellular interdiction system. This established a formal regulatory precedent for legal and technical implementation of Managed Access Systems in correctional and secure facilities across the country.[7]

Tecore has operated continuously in the U.S. telecommunications sector for more than 30 years, aligning with national efforts around secure communications infrastructure, rip and replace initiatives, and trusted domestic supply chains.[8]

The company has been involved in testing and policy discussions facilitated by the CTIA and other industry bodies. In one case, Tecore participated in CTIA-sponsored Managed Access testing at a South Carolina correctional facility.[9]
